The talented teenager has emerged as one of the most exciting young prospects in Europe after his impressive performances in Benfica's youth divisions.
Chelsea have fended off interest from both Paris Saint-Germain and Champions League semi-finalists AC Milan to land a deal for Moreira according to Portuguese outlet Record.
Born in Liege, Moreira holds duel citizenship and has represented both Belgium and Portugal at youth international level as well as being eligible to turn out for Germany and Guinea-Bissau.
