Ravens general manager Ozzie Newsome insisted again Wednesday that the team doesn't need to lower quarterback Joe Flacco's $28.55 million cap number. This raised eyebrows because the Ravens have the second-worst cap situation in the NFL behind the Buffalo Bills, and that's before Baltimore puts the $4.5 million franchise tag on kicker Justin Tucker.
