This might open up the door for the 23-year-old to join the Gunners for a reduced price next summer.
Serie A rivals Juventus are also reported to be interested in Zaniolo's situation if he does not commit to a further stay in the Italian capital.
It is thought Jose Mourinho's side are not meeting Zaniolo's salary demands, or an appearance bonus proposal, according to Italian journalist Ciro Venerato.
