Looks like Chargers will need 2/3 vote

On Wednesday, the California State Supreme Court temporarily blocked a lower-court ruling that said tax increases (like the one for the Chargers stadium) need only a simple majority to pass, and not approval from two-thirds of voters.

The ruling basically means that the Chargers need a two-thirds vote to move forward with the downtown stadium, and not a simple majority, like they had originally hoped. Though the news is tough to swallow for many Chargers fans, hope is not all lost. Maybe.
