The worst team in the league from the prior season holds the top waiver claim through the third week of the following season.
Now the order shifts to what the draft order would be based on this season's results. The teams with the worst records get first claim, and ties between them are broken by strength of schedule -- a lesser mark in that category means a higher claim.
