SCOUTING REPORT • The Angels’ pitching staff is in tatters. Closer Huston Street is out with an oblique strain. Ace righthander Garrett Richards is headed for elbow surgery. Lefthanded starters C.J. Wilson and Andrew Heaney are on the 60-day disabled list. And righthander Matt Shoemaker, 16-4 two seasons ago, is in the minors. ... And the offense isn’t much better, having been limited to five runs by Tampa Bay in a weekend sweep by the Rays in Anaheim and having lost shortstop Andrelton Simmons to a sprained left thumb on Sunday.
