Biggest Need: Off-ball linebacker
For the first time in years, the Bills find themselves without any major holes to patch. As currently constructed, their roster is more than capable of competing for titles, so their offseason to-do list involves managing the salary cap, picking which of their own free agents to re-sign and which to let go, and then just drafting the best player available every time they're on the clock in April.
