Winter wonderland: Which needs will Cubs address this week?

With CBA negotiations wrapped up and a lockout threat no longer looming, the baseball Winter Meetings are on.

When speaking with reporters on Wednesday before the CBA agreement had broken, Cubs general manager Jed Hoyer admitted that the unknown rule changes might be leading to a slow start to offseason movement.

“I think there’s a little hesitancy from everyone,” Hoyer said. “We don’t know the rules of the game yet. People are moving forward with stuff, but that’s always in the back of people’s minds. My hope is we know the rules soon. It’s added a different element to this offseason, but hopefully that’s behind us in fairly short order.
