I am quite familiar with these kinds of things, having sat at very long rain delays at Wrigley Field in conditions that were completely unsuitable for baseball. I understand this was an important day for the Reds, as they had a ceremony scheduled honoring the 25th anniversary of their 1990 World Series team. They held the ceremony anyway, and had a sellout crowd -- likely the reason they waited so long for a "window" to play.
