Every team has different goals and priorities, and the Bulls haven't clarified what theirs are. Get back in the playoffs as soon as possible? Build a foundation with multiple stars that might realistically challenge for a championship?
Whatever the Bulls' goals are, the time it will take just to get back into the playoffs will probably be fairly significant.
