Senate plan to replace Medicaid expansion puts would-be beneficiaries back on the individual insurance marketplace

Republican Utah senators on Tuesday plan to unveil a new plan for Medicaid that would preserve a voter-approved tax increase while rolling back enrollment eligibility.

Unlike full Medicaid expansion under Proposition 3 — which allows low-income Utahns earning up to 138 percent of the federal poverty level to enroll beginning April 1 — the Senate’s replacement would place eligibility near 100 percent of poverty, with the remaining expansion population served through subsidized health insurance on the Affordable Care Act individual marketplace.

The plan would still allow for expansion to be implemented on April 1, Hemmert said, while the state works with the federal government to secure coverage for earners between 100 and 138 percent of poverty.
