In a one-on-one conversation with National Strategic Research Initiative director Bob Hinson, Carter said the Big Ten will announce their plan to resume fall college football sometime later today or tonight. “We’re getting ready to announce the Huskers and Big Ten football tonight,” Carter reportedly said.
