Michigan footballcoach Jim Harbaugh’s campaign to give all NCAA athletes, including football and basketball players, a one-time transfer exemption that would allow for immediate eligibility hit a snag this week when the Division I board of directors recommended that any changes to the current waiver process were “not appropriate at this time.”
According to a news release, the legislation advocating the rule change could still be voted on as early as May by the Division I council.
