If the Sporting News' Bill Bender's opinion has any bearing, Taysom Hill should be BYU's starting quarterback this fall.

On Monday, Bender published a list identifying who he feels are the 25 best signal-callers in the country, and Hill comes in at No. 22.

BYU sophomore quarterback Tanner Mangum is not on the list.

"Tanner Mangum led BYU to nine wins and threw 23 TDs in his place," Bender writes, referring to the injury that sidelined Hill for most of 2015 and acknowledging the race for the top job between the two.
