College football is full of speed. It cannot be taught, but every program covets the elite trait. Several teams will have the opportunity to put that speed on display in 2017.
In the interest in objectivity, the list is limited to players who have been officially timed. Consequently, 40-yard dash times passed along from offseason work are not applicable because—while generally useful—they are not reliable.
